Abstract
This paper is part of the research grant to develop the components of citizenship competencies with national values and local wisdom teachings as a way to survive and get along with other nations in the 21st Century. Particularly the civic competency components have been developed as a way to evaluate the achievement of teaching Civics which conducted the values in each curriculum (Year 2006 and Year 2013). For that purpose, the study used the research and development model for developing competences in classes Civic Education (PKn) and Pancasila and Citizenship Education (PPKn) in the secondary and senior high schools. Technically, first, identifying national values of multicultural communities of Indonesia and local wisdom teachings have been derived in two curriculums. Secondly, developing the civic competences desimenated the national values and the local wisdom teachings as meaningful and important in the shaping of good citizens through learning in schools. This paper studies concluded as following. Firstly, the results of an academic study on the developing civic competences in curriculum documents as stated in Subjects of PKn dan PPKn in schools, have covered the aspects of competences ie. knowledge, dispositions and skills. Second, the curricular model has been as implemented which has each specification of the subjects in school.
