Abstract
The aims of this study are to: (1) describes the profile of the implementation of tourism collaboration policies in Gerbangkertosusila so far, (2) find the weaknesses and strengths of the implementation of collaborative tourism policies in Gerbangkertosusila, (3) find alternative recommendations for implementing tourism collaboration policies at Gerbangkertosusila. This research was a qualitative method with a multi-case type. The determination of research subjects used a purposive sampling technique, namely stakeholders related to the implementation of collaboration policies between higher education institutions and the business world, such as academia, the business world, and the government. The research instrument is the researcher himself. Data collection techniques used in-depth interviews, observation, and documentation with elements of Edward III model policy implementation, communication, resources, dispositions, bureaucratic structure based on the triple helix collaboration concept. Data validity is carried out through credibility, transferability, dependability, and confirmability. The results of the study: (1) a profile description of the implementation of the collaboration policy of higher education institutions with the tourism business world which includes communication/socialization is effective, adequate resources, disposition/attitude is supportive, and the bureaucratic structure supports the implementation of the collaboration policy; 2) weaknesses and strengths include communication/socialization, namely differences in perceptions of religious tourism and the involvement of lecturers as implementers in making policy academic texts; resources, namely tourism literacy in managers and human resources at seven tourism tertiary institutions, dispositions, namely government dominance and placement of ASN as destination managers, and bureaucratic structure, namely there is dualism in management and independence of tertiary institutions; (3) alternative policy recommendations, namely (a) based on the recommendation criteria for implementing collaboration policies including: increasing the intensity of communication/socialization with the triple helix in tourism, facilitating potential interest in the field of collaboration, empowering all potential resources for collaboration, increasing the role of universities in tourism collaboration, making religious tourism part of university cooperation; (b) based on a cost-benefit analysis including: making regional government programs a consideration for implementing collaborative policies, organizing the relevant triple helix stakeholders.
