Abstract
This study aims to: (1) examine basic needs in developing puppet as a media to improve communication skills of deaf, (2) develop puppet as a media that is suitable for use by deaf students, (3) develop effective media to improve deaf student’s communication skills. This research and development referred to the ADDIE development model with five activity steps. The subject of this study included three deaf students grade 2 of SDLB. The data of this research were collected through expert validation questionnaire, teacher response questionnaire, observation of student responses, and communication skills tests. The effectiveness test of this research was tested by comparing pre test and post test scores of the subjects. The data were analyzed with descriptive-quantitative presented in graphic. The research result describe that puppet is an appropriate and effective media that can be used to improve the communication skills of deaf students, with the following description: (1) basic needs in developing puppet as a media due to lack of communication skills, this abilities are important to achieve competence in understanding and conveying information from reading texts and observations of objects to learn Indonesian language; (2) result of media feasibility test shows score 68 as excellent category by the material expert, score 86.5 as excellent category by two media experts, and teacher scores 56 as excellent category. (3) Results of the effectiveness test describe an increasing scores in the pre-test and post-test by 58%.
