Abstract

This research aims to develop a model of merchant ship nautical English material development. The research and development of this research refers to the research model proposed by Richey & Klein (2007). The research involved two main steps: developing the model and validating the model. In developing the model, preliminary study and needs analysis were conducted in order to support and complete the data to develop the model draft. The steps on validating the model consisted of both internal and external validation. The expert judgment and practitioners were used in internal validation, whereas the external validation was conducted using classroom action research (CAR) with a group and the quasi experimental method with two groups (experimental and control groups) pre-test post-test design. The preliminary study of this research was conducted in 4 marine vocational schools ((SMK Pelayaran Putra Samudera Yogyakarta, SMK Pelayaran Pancasila Kartasura, SMK Pelayaran Pembangunan Purwokerto, and SMKN Pelayaran Kebumen); need analysis was carried out in a passenger liner (KM Lawit of PT Pelni Indonesia) and two shipping companies (PT Meratus Line Semarang and PT Pelni Semarang); and the try-out of model quality was conducted in two Maritime Vocational Schools in Indonesia (SMKS Pelayaran Pancasila Kartasura and SMK Pelayaran Putra Samodera). The data were collected through a questionnaire, semi-structured interview, documentation, observation, and test. This study reveals four findings. First, there are 16 maritime English competencies appropriate for the needs of the international marine workplace. Second, the developed model is conceptually well-developed according to the experts’ validation and practitioners. Third, the external validation of the quality of learning materials developed according to (MESNEMAD) model through the students’ response described the students’ evaluation sheet in the first try-out; and inferential statistic computation described the comparison between pre-test and post-test results in the second try-out. Fourth, the final model of merchant ship nautical English materials development (MESNEMAD) includes 10 steps: needs analysis, formulating competencies, designing syllabus, first-draft materials, expert judgment of materials, revising, first try-out materials, second-draft materials, final try-out materials, and finalizing materials.
