Abstract
This study aims to determine: (a) new student admission management using Real Time Online (RTO) system in education authorities of Sleman Yogyakarta, (b) the obstacles faced in new student admission using Real Time Online (RTO) system in education authorities of Sleman Yogyakarta, and (c) the efforts to overcome obstacles in the implementation of the new student admission using Real Time Online (RTO) system in education authorities of Sleman Yogyakarta. This study was a qualitative research using phenomenology approach. Data were collected through interviews and documents. Data validity was tested through source triangulation and method triangulation. Analysis of data used interactive models. This study shows that the new student admission management using Real Time Online (RTO) system is done through planning based on the number of classrooms. The organizing phase is done by several coordination meetings such as the plenary meeting, regulatory meeting, coordination meetings and evaluation meetings. The actuating is done through direct supervision of the performance of the employee. The controlling is done by overcoming problems quickly and precisely. The inhibiting factors in the implementation of new student admission management using Real Time Online (RTO) system are the lack of quantity and competency of data entry operators, lack of understanding of the community related to the procedures and mechanism program, a power extinction, the internet network instability, and the lack of facilities in many schools. Efforts of education authorities in overcoming obstacles are retraining the data entry operators, urging schools to provide generators and modem, and holding socialization about procedures and mechanisms of new student admission management by using Real Time Online (RTO) system.
