This research was categorized as research and development (R & D). The procedure and model of R & D cycle used in this research was adapted from Lee & Owens (2004). The development of multimedia was conducted in four stages, they were: analysis, design, development, and evaluation and revision. The first stage was conducting needs analysis. The design stage consisted of three steps. They were course grid design, flowchart design, and story board design. The development stage included material development and instructional multimedia development. The evaluation and revision stage consisted of four steps. They were validation from content and media experts, product revision, try-out, and final product revision. The try out involved three stages: one-to-one evaluation, small-group evaluation, and field trial. Data were obtained through questionnaire. The collected data were in the form of scores, comments, and suggestion that were analyzed by means of descriptive statistics. The findings of this research are: (1) multimedia for reading instruction that had been developed based on the students needs including target needs and learning needs, and consisted of some components including Opening Slide, Start, Title Slide, Main Menu (User Guide, Introduction, Materials, Evaluation and Profile), and Exit button. (2) the quality of the developed multimedia for reading instruction for the ninth grade students at SMPN 1 Kalasan was categorized as “good” in term of instructional and material aspect (with average scores 4.17 and 4.10) respectively, and “excellent” in term of media aspect (average score 4.23). In term of those three aspects, the developed computer-based multimedia was categorized “good” with the average score 4.16.
