Abstract

Regulation No. 23 of 2014 , government affairs that do not fall under the local governance of which is the issue of religion . Remove with his Joint Ministerial Regulation ( PBM ) No. 9/8 2006 on Duties of Regional Head / Deputy Head of the maintenance of religious harmony , religious harmony Forum empowerment and the establishment of houses of worship in the area , the local governments are asked to participate in inter- religion harmony tackle these problems in order to maintain harmony among the people , so to materialized peace and harmony on all levels of public life . A few people looking at the problem of inter-religious harmony a trivial problem , but if it is allowed to continue to have an impact on the wider unrest and prove of fateful , because the issue of religion is a matter of human rights and fundamental and the most essential problem , a group of people willing to sacrifice what treasures , objects and even one's life for a religion that believes . This study aims to ( 1 ) To determine the implementation of regulatory policy with ministers numbers 9/8 years . ( 2 ) To determine the policy implementation constraints joint ministerial regulation number 9/8 in 2006 in the framework of local autonomy. Plan research will be conducted by descriptive evaluative . Results of this study joint regulation temporarily considered effective but many weaknesses in almost every contents and clause Keyword : Religius Harmony
