Abstract
This paper examined the role of citizen in the election commission (KPU) 2004 in Indonesia. The commission has task to organize the choosing the member of parliaments at all levels (national and regionals) which known as DPR and DPRD (House Representatives) and DPD (Council of Regional Representatives, such as Senate); and selects the presidency and vice-presidency together. The commission has some differentiations before the election 2004. The officers of the election commission 2004 are non-partisants, they are not member of political parties or the governmental officer. As the political education arena, the commission has mean most important to build the political institution in the transition period
