Abstract

This study aims to: (1) develop a Web Adaptive Testing to prepare vocational teachers for the Electrical Engineering Professional Competency Test (WAT-UKPGS); (2) develop a bank of competency test questions for vocational teachers in the electrical engineering expertise program; (3) Measuring the feasibility of the WAT-UKPGS system and (4) measure the effectiveness of the WAT-UKPGS system. This research and development used the ADDIE model developed by Robert Maribe Branch. The stages of the research consisted of 1) needs analysis which was carried out by studying the phenomena of the vocational teacher's competency test in the field of Electrical Engineering expertise; 2) designing models and systems related to the vocational teacher's competency test, software design, question bank design, and display; 3) system development by compiling the WAT-UKPGS system, question bank and uploading it to the server; 4) system implementation through trial tests on electrical engineering teachers participating as prospective users; and 5) evaluating the results of trials for revise the final product. The data was collected through observation, surveys, interviews, and focus group discussions. The instrument validation was carried out through expert judgment. The reliability test of the questionnaire was analyzed using the Alpha-Cronbach formula. The data analysis was carried out by describing each research stage. The research results are as follows: (1) a WAT-UKPGS system has been developed, which can be used to prepare vocational teachers for professional competency tests in electrical engineering. The system is implemented in a web-based application that can be accessed at the address https://wat-ukpgs.xyz; (2) the question bank has been created, which has been validated by experts and stored on a server that is integrated into a web-based system; (3) the results of expert validation indicate that the WAT-UKPGS system is very feasible and fall into the Very Good category. The system received an average score of 95.2% (Very Good) from information technology experts, 94.14% (Very Good) from education experts, and 91.92% (Very Good) from industry experts; and (4) the WAT-UKPGS system is very effective in conducting competency tests for vocational school teachers in the field of electrical engineering, which can estimate the ability of test participants adaptively through several aspects, namely: functional aspects with a score of 95.25% (very effective), usability aspects with a score of 93.50% (very effective), usefulness aspects with a score of 95.25% (very effective), and integrity aspects with a score of 94.00% (very effective).
