Abstract
This research aims to describe the policy, management process (planning, organizing, actuating, and controlling), obstacles, and strategies in tackling the constraints on basic education data management in the Field of Early Childhood Education and Community Education Development in Sleman Regency’s Office of Education. This research is a descriptive study with a qualitative approach. The subjects of this research are admin and operators of basic education data management. The location of this research is in the Field of Early Childhood Education and Community Education Development in Sleman Regency’s Office of Education. Data collection methods used in this study are structured interviews, non-participatory observation, and documentation studies. Data analysis used data condensation, data display, and conclusions and data verification. Test the validity of the data used source triangulation techniques and triangulation techniques. The results showed that: (1) Management of basic education data is based on policies that are made by the Central and Regional Government. (2) Management processes of basic education data include: a. The implementation of the planning function is by providing technical guidance to each operator in the Early Childhood Education and Community Education that are having NPSN; b. The implementation of organizing function is by establishing cooperation with the partner organizations in each district and with each operator of basic education data application in each educational institution as well; c. Actuating function by structural positions of Sleman Regency’s Office Of Education is not that visible yet; d. The controlling function is done by the assessor and supervisor of Early Childhood Education and Community Education, the Field of Planning and Evaluation of Education, Education Office staff that related, and BP PAUD DIY. However, the implementation of such supervision is not maximized, because of a lack of communication and coordination. (3) Constraints were identified in the following: the Early Childhood Education and Community Education Management web were often inaccessible, the partnered schools were careless when filling out the format, and time management of the application was often mixed with other tasks. (4) Strategies to overcome these constraints were identified in the following: using personal smartphones to access the application, shuffling workdays on weekends, and increasing work hours.
