Abstract

This research aims to describe the implementation of quality assurance in the Level III and IV Leadership Training or Supervisory Leadership Training and Administrator Leadership Training reviewed by Philip B. Crosby’s quality assurance model namely Crosby’s Fourteen Steps at the Education and Training Institution of Special Region of Yogyakarta. The quality assurance model with the concept adopted by Crosby, theoretically guides the quality assurance team to ensure conformity between standards and the implementation of education and training, as well as on of the most detailed and practical quality-related directions, so that it can be applied as a process of activity or systematic steps. This research is a descriptive qualitative. The subjects of this research were the Head of the Institution, the Head of Standardization and Quality Assurance Division, the Head of Quality Assurance and Innovation Sub-Division, the Head of the High Leadership and Administrator Positions Sub-Division, and three executive staff. The data analysis technique used Miles, Huberman & Saldana. Meanwhile, the test validity of the data used the sources and techniques triangulations. The results of this research reviewed by Crosby’s Fourteen Steps show: the implementation of quality assurance at the Education and Training Institution of Special Region of Yogyakarta has implemented ten of the fourteen steps of improvement or Crosby's Fourteen Steps in accordance with existing theories or has characteristics similar to Crosby's approach, which consists of: management commitment, measurement, cost of quality, quality awareness, zero decefet planning, employee education, zero defect day, goal setting, error cause removal, and do it over again. Three other improvement steps consisting of: a quality improvement team, corrective action, quality councils at the Education and Training Institution of Special Region of Yogyakarta have been implemented, but not in accordance with Crosby's theory in Crosby's Fourteen Steps. There is one step that has not been implemented, which is related to recognitions or awards for achievements and contributions to quality improvement.
