Abstract

The aim of the research is to determine the pedagogical competence of regular teachers in inclusive schools; regular teacher’s problems when teaching in inclusive classrooms; UPT ULD's efforts to improve the pedagogical competence of regular teachers in inclusive schools; supporting factors and inhibiting factors in increasing teachers competence. This research uses a qualitative research approach with a descriptive type. The subjects of this research are the head of the UPT; head of administrative division; HR capacity building division staff; and UPT psycholologists. Data collection techniques in this research are interviews and documentation studies. The data validity test in this research using source triangulation. The data analysis technique used the Creswell analysis model. The results of this study are that (1) currently not all regular teachers who teach in inclusive classes at the kindergarten, elementary and junior high school levels in Yogyakarta City have good pedagogical competence in educating and handling ABK in inclusive classes; (2) The dominant problem faced by regular teachers in inclusive classrooms is the educational background of regular teachers who do not equip special education knowledge and there are still limitations to the experience of regular teachers in educating and handling children with special needs; (3) The efforts made by UPT ULD in improving the pedagogical competence of regular teachers who teach in inclusive schools is by organizing education and training activities including basic and advanced training, SPPI management workshops, curriculum adaptation workshops, parenting, and inclusive learning infrastructure workshops; (4) Supporting factors in the effort of UPT ULD include adequate human resources; the existence of UPT ULD; budget support from the Yogyakarta City government and extensive networks. While the inhibiting factor in the UPT ULD efforts are that there is still a lack of human resources; fixed locked budget for certain activities; obstacles in changing the teacher's mindset; and in terms of the role of parents.
