Abstract

This study aims to reveal the implementation of BOS in vocational high schools of tourism in Indonesia based on CIPP. This exploratory study is descriptive in which the result can be used as an input as well as improvements in reflection of the future. This study used the evaluative-quantitative methods approach with the descriptive analysis. The subject of this study was the school principals, school treasurers, school committee, teachers and students. The data were collected through observation, documentation, questionnaires, survey and field notes. Experts’ judgments to enhance the content validity were used with the Aiken coefficient values from 0.4 to 0.8 for average/mediocre validity. The results of the research are as follows. First, the success of the context of the implementation is in category positive although there are still few vocational high schools that have not implemented the components of the context of BOS such as the understanding of Regulation No. 16 of 2016, ownership of RKAS and RKJM. Second, the input of the implementation of BOS for vocational high schools is in category positive. That can be seen from the management team which was set by the decree of the school principals. Also, the majority of vocational high schools received the BOS in accordance with the existing number of students. Third, the process of the implementation of BOS for vocational high schools has been running in category negative, although there are still some schools which complained about the late of BOS in the liquidity of the fund in stage I, stage II and stage III. Fourth, the goods/services being funded by the BOS in general are in accordance with the proper designation i.e 17 component utilization of BOS. Nevertheless, overall, there are still few schools which do not implement the appropriate guidelines. These include buying laptops, computers, printers, and LCD projectors exceeding the maximum number of purchases in one year. The purchasing price is also higher than the price set in the guidelines. However, there are still many vocational high schools which use BOS for the procurement of goods/services outside the 17 components of the implementation of BOS including funding comparative studies, hotel payments, meeting rooms for school activities, building classrooms, and LKS procurement. The number of respondent teachers and students showing satisfaction of the implementation of BOS is still low. Fifth, there is a moderate level of satisfaction. Implementation of e-BOS is very effective with continious improvement using e-BOS for vocational high schools.
