Abstract

ICT-Based ODL is an implementation of ICT in ODL. ICT-Based ODL does not merely transfers learning material to the Internet, but it is a paradigm change of teaching and learning.. The change does not only occur in learning management aspect, but it also occurs in the teachers and students side. Learning management in the form of course management system software requires changes in teaching role into authoring role of teachers with ICT skill based on the system requirements. This also applies to the students. ICD-Based ODL implementation requires sufficient Internet infrastructure. This is because the availability of the Internet will determine the Internet Penetration rate resulting in a successful ICT-Based ODL. The world and government visions to create information society will indirectly promote wider access of ICT-Based ODL. However, ICT-Based ODL is not a panacea, it still has limitations, because it cannot give massi impact on access that was achieved with the mass meia of broadcast and print. Besides, social and cultural factor also have important roles for successful implementation of ICT-Based ODL.
