Abstract

The main problem of this study is the use of instructional strategy on tolerance and human right implemented by elementary teachers in Kalasan, Sleman, DIY. The background of this study is the fact that the elementary teachers were not prepared for civics teachers. As we know, this subject has distinctive characteristic, namely it main purpose is to promote civic knowledge, civic skill, and civic disposition. It is supposed that the teacherswillface some barriers tofulfill this requirement. Themethods of this study is descriptive qualitative. Eighteen teacherswere chosen randomly. Data were collected through interview guided by interviewguidance and were analyzed qualitatively. The results showed that the expository instructional strategy on tolerance and human right chosen by majority of elementary teachers. The main reason of choosing this instructional strategy is practical consideration, not theoretical one. By considering thefact that this subject mater not only about cognitive but also skill and psychomotor, teachers should change this circumstance because of lack of theoretical consideration. In order to change this practice, one thing that urgent to be conducted is action research. Action research is ideal because of its advantages, namely improvingwithout botheringor stopping.
