Abstract
Policy is a social engineering. Although public administrator had to account values various. In the pubic policy had two values. First, Instrumental values content efficiency, effectiveness and economic. Second, Etical values include reasponsivenees,responsibility and represaentativeness. In the meta policy, values is crusial problem and cOntroversial. Values included philosophy, belief, perspective, essence and a hidden dimension. Policy maker had to become a philoshopher king.
