This research used discrepancy evaluation research method. The research subjects were one principal, eight class teachers, and eleven special advisory teachers at three public elementary schools in Yogyakarta, namely Elementary School Giwangan, Elementary School Tamansari 1, and Elementary School Keputran II. Data collection techniques used were questionnaires, interviews, observation, and documentation. The results of the data were scored or assessed and analysis used the descriptive percentage analysis method to provide an overview of the achievement of the implementation of inclusive education programs in Inclusive Elementary Schools in Yogyakarta. The results show that (1) the implementation of inclusive education programs in Inclusive Elementary Schools in Yogyakarta doesn’t meet the index for inclusion. Overall the level of achievement of the index for inclusion reaches 76.06% with a gap level of 23.94%, (2) The main obstacle face are the incompatibility of teacher performance with the criteria causes by the teacher’s lacks of understanding of students with special needs and the implementation of inclusive education, and the low level of stakeholder involvement with schools is causes by a lack of public awareness and knowledge about children with disability and inclusive schools, (3) The solution are to increase and distribute inclusive education training to every inclusive school educator and promote inclusive socialization to parents.
