"The aims of this study are to: (1) describes the profile of the\r\nimplementation of tourism collaboration policies in Gerbangkertosusila so far,\r\n(2) find the weaknesses and strengths of the implementation of collaborative\r\ntourism policies in Gerbangkertosusila, (3) find alternative recommendations\r\nfor implementing tourism collaboration policies at Gerbangkertosusila.\r\nThis research was a qualitative method with a multi-case type. The\r\ndetermination of research subjects used a purposive sampling technique,\r\nnamely stakeholders related to the implementation of collaboration policies\r\nbetween higher education institutions and the business world, such as\r\nacademia, the business world, and the government. The research instrument is\r\nthe researcher himself. Data collection techniques used in-depth interviews,\r\nobservation, and documentation with elements of Edward III model policy\r\nimplementation, communication, resources, dispositions, bureaucratic\r\nstructure based on the triple helix collaboration concept. Data validity is carried\r\nout through credibility, transferability, dependability, and confirmability.\r\nThe results of the study: (1) a profile description of the implementation\r\nof the collaboration policy of higher education institutions with the tourism\r\nbusiness world which includes communication/socialization is effective,\r\nadequate resources, disposition/attitude is supportive, and the bureaucratic\r\nstructure supports the implementation of the collaboration policy; 2)\r\nweaknesses and strengths include communication/socialization, namely\r\ndifferences in perceptions of religious tourism and the involvement of lecturers\r\nas implementers in making policy academic texts; resources, namely tourism\r\nliteracy in managers and human resources at seven tourism tertiary institutions,\r\ndispositions, namely government dominance and placement of ASN as\r\ndestination managers, and bureaucratic structure, namely there is dualism in\r\nmanagement and independence of tertiary institutions; (3) alternative policy\r\nrecommendations, namely (a) based on the recommendation criteria for\r\nimplementing collaboration policies including: increasing the intensity of\r\ncommunication/socialization with the triple helix in tourism, facilitating\r\npotential interest in the field of collaboration, empowering all potential\r\nresources for collaboration, increasing the role of universities in tourism\r\ncollaboration, making religious tourism part of university cooperation; (b)\r\nbased on a cost-benefit analysis including: making regional government\r\nprograms a consideration for implementing collaborative policies, organizing\r\nthe relevant triple helix stakeholders."^^ .
