Model penelitian dan pengembangan ini menggunakan Gall, Gall & Borg (2007) yang mengakomodasi model Dick & Carey (2001) meliputi: (1) analisis kebutuhan; (2) analisis instruksional; (3) analisis peserta didik & konteks; (4) merumuskan tujuan; (5) mengembangkan instrumen penilaian; (6) mengembangkan strategi pembelajaran; (7) mengembangkan materi pembelajaran; (8) evaluasi formatif; (9) revisi; dan (10) evaluasi sumatif. Penelitian ini dilakukan di Sekolah Menengah Pertama/Madrasah Tsanawiyah di Kabupaten Lampung Timur dan Kota Metro. Teknik analisis data menggunakan pendekatan multimethod dengan metode kualitatif dan kuantitatif. Instrumen yang digunakan diantaranya angket, tes dan observasi. Data kelayakan model dikumpulkan menggunakan instrumen angket penilaian model pembelajaran oleh ahli model dari teknologi pendidikan dan ahli materi dalam bidang pendidikan matematika. Uji validitas model pembelajaran dibuktikan melalui Indeks Aiken. Data kepraktisan model dikumpulkan menggunakan instrumen angket keterlaksanaan model pembelajaran yang melibatkan guru dan peserta didik. Uji kepraktisan model dianalisis berdasarkan persentase hasil observasi. Data keefektifan model dikumpulkan menggunakan instrumen tes komunikasi matematis dan lembar observasi norma sosiomatematika. Uji keefektifan model menggunakan uji N-gain. Hasil penelitian sebagai berikut. (1) Melalui proses penilaian para ahli, model pembelajaran problem posing yang mengakomodasi budaya piil pesenggiri layak digunakan untuk meningkatkan komunikasi matematis dan norma sosiomatematika yang dibuktikan dengan indeks validitas Aiken sebesar 0,85 (validitas tinggi) (2) Melalui proses evaluasi sumatif, model pembelajaran problem posing yang mengakomodasi budaya piil pesenggiri praktis digunakan untuk meningkatkan komunikasi matematis dan norma sosiomatematika yang dibuktikan dengan hasil penilaian sebesar 84,5% (sangat praktis). (3) Melalui proses evaluasi sumatif, model pembelajaran problem posing yang mengakomodasi budaya piil pesenggiri efektif untuk meningkatkan komunikasi matematis dan norma sosiomatematika. Hasil uji multivariat dan uji-t menunjukkan bahwa terdapat perbedaan rata-rata komunikasi matematis dan norma sosiomatematika baik secara bersamaan maupun pada tiap-tiap variabel antara sebelum dan sesudah implementasi model. Hasil analisis N-gain juga menunjukkan bahwa terdapat peningkatan rata-rata komunikasi matematis dan norma sosiomatematika peserta didik setelah implementasi model. (4) Model pembelajaran problem posing yang mengakomodasi budaya piil pesenggiri memiliki komponen sintaks, sistem sosial, prinsip reaksi, dampak instruksional dan pendukung serta sistem pendukung. Artefak budaya Lampung berperan sebagai konteks masalah untuk kegiatan problem posing sedangkan piil pesenggiri berperan sebagai norma untuk berinteraksi selama pembelajaran.
