Penelitian pengembangan ini menggunakan model pengembangan ADDIE (analyze, design, develop, implement, dan evaluate) dengan penggabungan bersama langkah-langkah pengembangan instrumen menurut Mardapi (2016). Tahap analyze terdiri dari analisis kebutuhan dan kajian teori yang relevan terkait instrumen yang dikembangkan; tahap design meliputi penyusunan tujuan serta kisi-kisi instrumen, serta penentuan skala penilaian dan sistem penskoran; tahap develop terdiri dari penulisan butir soal, validasi isi, uji coba instrumen, analisis hasil uji coba, dan merakit kembali instrumen; tahap implement terdiri dari pengukuran dan menafsirkan hasil pengukuran; serta tahap evaluate yaitu menganalisis dan menyimpulkan kelayakan instrumen baik sebelum dan sesudah implemtasi. Uji coba instrumen melibatkan 415 peserta didik yang telah mempelajari Bab Plantae dari empat SMA di Kabupaten Sumedang, sedangkan pengukuran melibatkan 65 peserta didik kelas 10 SMAN Cimanggung. Validasi isi dilakukan oleh expert dengan menggunakan validasi Aiken’s V, sedangkan validasi konstruk dibuktikan melalui Confirmatory Factor Analysis. Karakteristik butir dianalisis menggunakan teori respons butir model GPCM (Generalized Partial Credit Model). Hasil penelitian adalah sebagai berikut. (1) Konstruksi instrumen penilaian kinerja keterampilan proses sains yang dikembangkan terdiri dari 31 butir soal pilihan majemuk. Instrumen penilaian yang dikembangkan mengukur keterampilan mengamati, menginferensi, memprediksi, mengukur, mengklasifikasi, mengkomunikasi, menginterpretasi dan mendesain penyelidikan. (2) Karakteristik butir instrumen yang dikembangkan tersebut memiliki kualitas yang baik berdasarkan uji validasi isi dan validasi konstruk, keandalan instrumen, item fit, dan analisis teori respons butir model GPCM. Instrumen tersebut valid, andal, dan dapat digunakan untuk mengukur keterampilan proses sains peserta didik pada kemampuan rendah, sedang, dan tinggi.
