Penelitian ini merupakan penelitian pengembangan yang prosedur pengembangannya menggunakan kombinasi prosedur pengembangan tes yang dikembangkan oleh Retnawati (2016) dan oleh Mardapi (2017) yang terdiri atas 11 langkah yaitu: (1) menentukan tujuan penyusunan instrumen tes, (2)mencari teori yang relevan sesuai cakupan materi, (3) menyusun indikator butir soal, (4) menyusun butir instrumen, (5) memvalidasi instrumen, (6) melakukan uji coba tes, (7) melakukan analisis butir tes, (8) memperbaiki tes, (9) merakit instrumen tes, (10) melaksanakan tes, dan (11) interpretasi hasil tes. Subjek penelitian ini adalah siswa kelas VIII SMP negeri di Kota Yogyakarta. Instrumen utamanya adalah tes kemampuan berpikir tingkat tinggi dan instrumen pendukungnya lembar validasi. Analisa data menggunakan V Aiken untuk mengecek tingkat validitas isi tes, analisis EFA untuk mengecek tingkat validitas konstruk tes, estimasi reliabilitas instrumen menggunakan SPSS 22, dan uji PCM untuk menganalisis kualitas butir soal. Hasil penelitian ini adalah sebagai berikut. (1) Konstruk tes yang dikembangkan disusun berdasarkan kata kerja operasional yang disesuaikan indikatorlevel HOTS. (2) Tes yang dikembangkan tersebut memenuhi validitas isi dengan nilai V Aiken, yaitu 0,95 (kategori sangat tinggi) dan memenuhi validitas konstruk dengan nilai persentase varians sebesar 41,241%. Estimasi reliabilitas Cronbach’s Alpha memenuhi kriteria sangat reliabel dengan nilai 0,919. (3) Kualitas butir memenuhi uji asumsi IRT unidimensi dengan persentase kumulatif sebesar41,241% dan memenuhi uji invariansi parameter dengan nilai koefisien korelasi R2= 0,9172 sehingga tes cocok dengan model PCM.
