Penelitian pengembangan ini dilaksanakan melalui tiga tahap, mulai dari pengembangan awal instrumen, tahap uji coba, dan tahap interpretasi hasil uji coba. Tahap pengembangan awal instrumen dimulai dari melakukan kajian terhadap teori terkait karakter profil pelajar pancasila, teori yang berkaitan dengan perkembangan peserta didik, konteks dan konten yang sesuai terhadap sasaran instrumen yaitu peserta didik Fase B jenjang Sekolah Dasar. Serangkaian tahapan awal pengembangan instrumen juga mencakup penentuan spesifikasi instrumen, penulisan butir instrumen, penentuan sistem penskoran, dan telaah instrumen berdasarkan validasi isi oleh expert judgement dengan menggunakan formula Aiken. Tahapan selanjutnya adalah rangkaian proses uji coba terbatas dan uji coba skala luas. Uji coba terbatas melibatkan 26 siswa kelas III dan kelas IV di UPTD SPF SDN 140 Masumpu untuk menguji keterbacaan instrumen. Uji coba skala luas dilakukan untuk mendapatkan bukti validitas dan reliabilitas instrumen secara empiris. Subjek uji coba skala luas adalah 697 siswa kelas III dan IV dari enam belas sekolah yang tersebar di seluruh kecamatan di Kabupaten Soppeng. Validitas konstruk dibuktikan dengan Confirmatory Factor Analysis, sedangkan informasi mengenai karakteristik butir dan potert karakter peserta didik diperoleh dari hasil estimasi menggunakan pendekatan Item Response Theory model GRM. Reliabilitas instrumen dibuktikan dengan menggunakan Construct Reliability dan Variance Extracted berdasarkan hasil dari CFA. Hasil penelitian ini adalah sebagai berikut. (1) Konstruksi instrumen penilaian karakter profil pelajar pancasila dikembangkan berdasarkan 6 aspek yang terdiri dari beriman dan bertakwa kepada Tuhan yang Maha Esa dan berakhlak mulia 4 butir, berkebhinekaan global 5 butir, gotong royong 5 butir, mandiri 3 butir, bernalar kritis 3 butir dan kreatif 4 butir. (2) Kualitas instrumen yang dikembangkan telah terbukti valid dan reliabel melalui uji validitas isi dengan Aiken’s V, validitas kosntruk dengan CFA, dan analisis karakteristik butir melalui IRT model GRM. Hal ini menunjukkan bahwa butir yang disusun dapat mengukur karakter profil pelajar pancasila untuk fase B. (3) Potret pengukuran karakter profil pelajar pancasila pada fase B jenjang sekolah dasar di Kabupaten Soppeng berada pada kategori mahir, mulai berkembang, berkembang, dan memerlukan bimbingan.
