Populasi penelitian ini adalah siswa berusia 15 tahun yang hampir menyelesaikan pendidikan wajib dan telah memperoleh pengetahuan serta keterampilan untuk dapat berpartisipasi dalam masyarakat. Sampel sejumlah 5.264 siswa dari 146 sekolah menengah atas di 34 provinsi di Indonesia ditetapkan dengan teknik sampel acak bertingkat. Capaian literasi membaca siswa diukur menggunakan seperangkat tes yang dikembangkan oleh Pusat Pengembangan Strategi dan Diplomasi Kebahasaan dan Pusat Penilaian Pendidikan, dua lembaga di bawah Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi Republik Indonesia. Validitas tes dibuktikan melalui analisis faktor konfirmatori, reliabilitas diestimasi menggunakan formula composite reliability (CR), dan capaian literasi membaca siswa diestimasi menggunakan paket CatR, mirt, dan mirtCat dari program R. Analisis data dilakukan dengan menggunakan analisis multilevel dengan 3 level, yaitu level siswa, sekolah, dan propinsi. Hasil penelitian ini adalah sebagai berikut. (1) Perangkat tes terbukti berkualitas baik ditinjau dari tersedianya bukti validitas konstruk dan memiliki nilai reliabilitas sebesar 0,805. (2) Faktor yang berpengaruh secara signifikan terhadap capaian literasi membaca siswa tingkat nasional adalah jenis kelamin, keadaan sosial ekonomi keluarga, status sekolah, dan fasilitas sekolah; di Indonesia timur adalah keadaan sosial ekonomi keluarga dan fasilitas sekolah; di Indonesia tengah adalah jenis kelamin dan fasilitas sekolah; dan di Indonesia barat adalah status dan fasilitas sekolah.
