Penelitian ini merupakan penelitian evaluasi dengan model CIPP. Penelitian dilakukan di SMK negeri di Kota Malang yang memiliki kompetensi keahlian teknik dan bisnis sepeda motor. Subjek penelitian ini meliputi peserta didik, guru pembimbing, dan pembimbing industri. Penentuan sampel dalam penelitian ini menggunakan teknik random sampling, dengan responden 156 peserta didik, 18 guru pembimbing, empat waka humas, dan 14 orang dari industri. Pengumpulan data menggunakan instrumen angket dan melalui wawancara dan observasi. Instrumen penelitian divalidasi melalui expert judgement. Validitas isi dibuktikan dengan koefisien Indeks V-Aiken. Validitas Konstruk dibuktikan dengan pengukukuran Analisis Faktor Eksploratori. Estimasi reliabilitas antar rater dengan intraclass correlation coefficient sebesar 0,916. Data kuantitatif dianalisis secara deskriptif. Teknik analisis data kualitatif meliputi kondensasi data, penyajian data, dan verifikasi data. Hasil penelitian menunjukkan program PKL pada masa pandemi secara keseluruhan berjalan kurang efektif dan memerlukan beberapa perbaikan sebagai berikut. (1) Pada level context terkait kebijakan serta dukungan internal dan eksternal, kebijakan program pada masa pandemi yang membutuhkan regulasi teknis pelaksanaan program antara sekolah dengan industri masih memerlukan perbaikan. (2) Pada level input terkait kesiapan, sarana & prasarana serta pembelajaran, kesiapan kompetensi peserta didik dan faslitas pembelajaran jarak jauh dinilai masih memerlukan beberapa perbaikan. (3) Pada level process terkait pelaksanaan program serta monitoring & evaluasi, perencanaan dan model monitoring oleh sekolah dinilai masih memerlukan perbaikan. (4) Pada level product terkait peningkatan kompetensi peserta didik dan tindak lanjut program, instrumen uji kompetensi pasca PKL masih memerlukan perbaikan. Rekomendasi hasil penelitian ini adalah sebagai berikut. (1) Regulasi teknis pelaksanaan PKL perlu dibuat oleh sekolah dengan industri. (2) Kurikulum industri perlu dibuat untuk program PKL. (3) Pola pembelajaran praktik secara tatap muka perlu dimaksimalkan. (4) Kejelasan dan rutinitas monitoring perlu ditingkatkan. (5) Sekolah hendaknya membuat tim supervisi program PKL.
