Penelitian ini merupakan penelitian pengembangan yang mengacu pada prosedur pengembangan dari Mardapi (2017), dengan langkah-langkah: (1) perancangan tes yang meliputi (a) penentuan tujuan tes, (b) penentuan kompetensi, (c) penentuan konstruk materi, (d) penyusunan kisi-kisi instrumen tes, dan (e) penyusunan item tes; (2) validitas isi; (3) uji coba instrumen ke-1; (4) analisis validitas konstruk dan reliabilitas; (5) perbaikan instrumen; (6) uji coba instrumen ke-2; (7) analisis dan intrepretasi hasil ketercapaian; dan (8) perakitan tes. Subjek penelitian ini adalah 442 siswa kelas 5 sekolah dasar di Kabupaten Kulon Progo yang ditentukan dengan menggunakan teknik random sampling (200 siswa untuk uji coba ke-1 dan 242 siswa untuk uji coba ke-2). Validitas isi dibuktikan melalui penilaian ahli yang dikuantifikasi dengan formula Aiken. Validitas konstruk dibuktikan dengan Exploratory Factor Analysis, sedangkan reliabilitasnya dibuktikan dengan nilai Cronbach’s Aplha sebesar 0,872. Kualitas butir tes dianalisis menggunakan Item Response Theory melalui uji Partial Credit Model dan analisis deskriptif untuk menggambarkan kemampuan numerasi siswa. Hasil penelitian ini adalah sebagai berikut. (1) Konstruk instrumen yang dikembangkan d berdasarkan kompetensi pada domain numerasi. (2) Instrumen asesmen ini memenuhi validitas isi dengan semua butir memiliki indeks V Aiken lebih dari 0,7 sedangkan nilai KMO-MSA pada validitas konstruknya adalah sebesar 0,788 dengan nilai sig Bartlett’s 0,000, yang berarti telah memenuhi validitas konstruk. Nilai reliabilitas Cronbach’s Alpha juga termasuk dalam kategori sangat andal. Instrumen yang dikembangkan dapat mengukur kemampuan siswa pada rentang -1,2 sampai 2,8 dengan memberikan fungsi informasi maksimal sebesar 58 dengan standar error 0,7. (3) Sejumlah 51% siswa sekolah dasar memiliki kemampuan numerasi dengan kategori cakap, yang berarti siswa mampu mengaplikasikan kemampuan matematis dalam konteks yang lebih beragam, akan tetapi masih perlu diasah kemampuan bernalarnya untuk mendeteksi suatu kesalahan.
