Penelitian ini merupakan penelitian dan pengembangan yang bertujuan menghasilkan instrumen (yang valid dan reliabel) dan pedoman instrumen evaluasi teaching factory. Pengembangan instrumen mengikuti alur model pengembangan Mardapi (2008), antara lain: menyusun spesifikasi instrumen, menulis instrumen, menelaah instrumen, melakukan uji coba instrumen, memperbaiki instrumen, merakit instrumen, dan melaksanakan instrumen. Subjek penelitian dalam penelitian ini terdiri dari 7 Kepala Sekolah, 37 Wakil Kepala sekolah, 61 Guru Produktif dan 367 Siswa. Analisis data yang digunakan adalah yaitu Exploratory Factor Analysis (EFA) dan Confirmatory Factor Analysis (CFA). Uji Validitas isi, menggunakan Expert Judgement (model Aiken) dan Validitas Konstruk menggunakan Rasch Model, sedangkan Reliabilitas menggunakan Alpha Cronbach. Hasil penelitian ini adalah 1) Konstruk Instrumen terdiri dari: pemahaman dan Regulasi, kesiapan sekolah melaksanakan, proses Pembelajaran, produk Hasil Pembelajaran, kebermanfaatan Pembelajaran, dan proses serta produk Pembelajaran bagi siswa. 2) Karakteristik kualitas instrumen ditunjukkan dengan Validitas konten dibuktikan dengan besar indeks Aiken antara 0,762 dan 1 dengan nilai kritis 0,76, nilai Outfit MNSQ berkisar antara 0,50 dan 1,48, nilai Outfit ZSTD antara -1,80 dan 1,90, serta Pt-measure Corr antara 0,05 dan 0,88. Reliabilitas instrumen ditunjukkan dengan nilai Cronbach alpha sebesar antara 0,91  0,96 dan Intraclass Correlation Coefficients sebesar antara 0,60  0,77. 3) Hasil analisis instrumen Hasil analisis deskriptif intrumen context (3 indikator) menunjukkan hasil, Indikator 3 (Potensi Pasar Produk TEFA) memperoleh rerata tertinggi. Sedangkan, rerata terendah adalah indikator 2 (Regulasi terkait TEFA). Hasil analisis deskriptif intrumen input (5 indikator) hasil uji coba diperluas menunjukkan, rerata tertinggi diperoleh indikator 1 (Kurikulum), sedangkan rerata terendah adalah indikator 3 (Potensi sarana prasana). Hasil analisis deskriptif intrumen process (4 indikator) hasil uji coba diperluas menunjukkan, rerata tertinggi diperoleh indikator 3 (Pelaksanaan Pembelajaran), sedangkan rerata terendah adalah indikator 4 (Penilaian Pembelajaran).
