Desain penelitian ini merujuk pada model yang dikembangakan oleh Plomp &Nieveen yang terdiri atas tiga tahapan penelitian yaitu, preliminary research, development or prototyping phase, dan assessment phase. Pengembangan model evaluasi,instrument dan panduan dilakukan berdasarkan kajian teori dan penelitian terdahulu dan selanjutnya divalidasi oleh pakar dan praktisi dengan menggunakan teknik Delphi. Uji coba keterbacaan dilakukan oleh para pakar dan praktisi. Uji coba terbatas diberika kepada 3 program studi yang mewakili 3 fakultas dan ujicoba diperluas diberikan kepada 10 program studi pada jenjang sarjana, magister dan doctoral. Data penelitian diolah dengan menggunaka analisis data kuantitatif dan data kualitaif. Hasil penelitian ini menunjukkan desain model evaluasi mutu perguruan tinggi Islam berbasis nilai-nilai ulul albab (UAQEM) terbukti sangat penting untuk digunakan berdasarkan pendapat para pakar dan praktisi dengan rerata skor penilian keseluruhan 4,38. Kualitas UAQEM yang dikembangkan juga terbukti dapat mengukur indikator mutu yang dikembangkan, dan hal tersebut ditunjukkan dengan skor V Aiken dengan rerata skor 0.95 berdasarkan penilaian pakar dan praktisi. Hasil evaluasi mutu terhadap program studi yang menjadi subyek ujicoba menunjukkan hasil yang unggul dengan rerata skor 4,1.
