Penelitian ini bertujuan untuk (1) mengelaborasi model konseptual desain sistem pendidikan dan kelembagaan Widya Pasraman, (2) mengeksplorasi proses diseminasi dan adopsi inovasi kebijakan Widya Pasraman, (3) mengungkap dinamika implementasi pengintegrasian Widya Pasraman ke dalam sistem pendidikan nasional, (4) mengidentifikasi faktor-faktor yang berimplikasi terhadap proses adopsi dan implementasi kebijakan Widya Pasraman. Penelitian ini menggunakan metode kualitatif dengan pendekatan etnografi. Lokasi penelitian ini adalah (1) Widya Pasraman Rsi Markandya Taro di Kabupaten Gianyar, Bali, dan (2) Utama Widya Pasraman Ganesa Parwati di Kabupaten Banyuwangi, Jawa Timur. Data primer dikumpulkan melalui metode observasi lapangan, wawancara mendalam, dan dokumentasi selama Desember 2017 hingga Maret 2020. Data sekunder berupa serangkaian dokumen legislasi yang terkait dengan formulasi dan implementasi kebijakan Widya Pasraman. Teknik analisis data yang digunakan adalah Analisis Data Model Interaktif menurut Miles & Huberman, dan Saldana. Hasil penelitian ini adalah sebagai berikut. (1) Kelembagaan Widya Pasraman dirancang mengikuti ketentuan sistem pendidikan nasional tentang jalur dan jenjang pendidikan formal. Komposisi kurikulum Widya Pasraman adalah 60% muatan pendidikan keagamaan Hindu, dan 40% muatan pendidikan umum. (2) Diseminasi kebijakan Widya Pasraman dilaksanakan oleh Direktorat Jenderal Bimbingan Masyarakat Hindu Kementerian Agama RI beserta instansi vertikalnya dan oleh aktor-aktor individu yang berperan sebagai opinion leader. Adopsi pendirian Widya Pasraman dominan dilakukan oleh komunitas umat Hindu di luar Bali, sedangkan di Bali pendirian Widya Pasraman tidak mendapat respon menggembirakan dari stakeholders dan masyarakat umat Hindu. (3) Implementasi pengintegrasian Widya Pasraman ke dalam sistem pendidikan nasional mengalami berbagai kendala teknis sebagai dampak dari dualisme pengelolaan dan penyelenggaraan pendidikan antara Kementerian Agama yang sentralistis, dan Kementerian Pendidikan dan Kebudayaan yang desentralistis. (4) Faktor yang mempengaruhi tingkat adopsi dan implementasi pendirian Widya Pasraman adalah faktor kultural dan faktor struktural. Terminologi brahmacari, acarya, varna-asrama dharma, serta komposisi kurikulum Widya Pasraman yang bertujuan menghasilkan ahli agama Hindu dipersepsikan tidak kompatibel dengan nilai, sosial budaya, dan praktik keagamaan umat Hindu di Bali.
