Aksi kriminalitas yang dilakukan anak di bawah umur tidak terlepas dari kurangnya perhatian orang tua dan sekolah. Angka kenakalan remaja terbilang sangat tinggi karena kurangnya penanaman budi pekerti. Penelitian ini fokus pada model pendidikan budi pekerti (PBP) yang dikembangkan dengan pendekatan “Si Cakep” dan “Si Molek” dengan strategi P3K (Pembelajaran, Pembiasaan, dan Pemberian Keteladanan). Melalui model PBP yang dikembangkan tersebut diharapkan guru dapat menciptakan pembelajaran PBP yang menarik, menyenangkan, bermakna bagi siswa serta dapat membentuk siswa SD/MI berbudi luhur. Penelitian ini merupakan research and development yang menggunakan model dari Borg and Gall, dengan tahapan yang meliputi: studi pendahuluan, perencanaan, pengembangan produk awal, uji lapangan awal, revisi produk, uji lapangan utama, revisi produk operasional, uji lapangan operasional, revisi produk akhir, diseminasi, dan implementasi. Data penelitian ini meliputi data kuantitatif dan data kualitatif, yang dikumpulkan dengan menggunakan angket dan melalui wawancara. Analisis data secara deskriptif kualitatif dilakukan terhadap data hasil studi pendahuluan, hasil validasi produk pengembangan, dan data hasil penerapan produk pengembangan. Hasil penelitian ini menunjukkan bahwa model pendidikan yang dikembangkan berupa model intrakulikuler tetapi dalam pelaksanaannya diintegrasikan dalam setiap aktivitas di dalam dan luar pembelajaran PBP. Model PBP yang dikembangkan memenuhi nilai kelayakan dalam membentuk siswa SD berbudi luhur, di mana buku panduan guru dan buku siswa menunjukkan capaian skor 11-12, yang termasuk kategori baik, dan persentase kesepakatan dengan interval 0,61-0,80, yang termasuk kategori kesepakatan yang baik.
