Penelitian ini merupakan penelitian kualitatif dengan desain studi kasus. Penelitian ini dilakukan di SD Laboratorium UNP Kediri yang memiliki keunggulan khususnya dalam implementasi literasi budaya dan kewarganegaraan berbasis sastra anak. Pemilihan setting penelitian menggunakan teknik purposive. Informan penelitian ini adalah kepala sekolah, guru, tenaga kependidikan, pustakawan, siswa, dan wali murid SD Lab. UNP Kediri. Wawancara mendalam, observasi, dan studi dokumentasi dipilih sebagai teknik pengumpulan data. Pencarian data diakhiri setelah data jenuh, yaitu sampai tidak ditemukan informasi baru. Teknik analisis data menggunakan analisis model interaktif Miles dan Huberman yang meliputi reduksi data, display data, penarikan kesimpulan, dan verifikasi. Hasil penelitian ini adalah sebagai berikut. (1) Latar sosial dan landasan literasi budaya dan kewarganegaraan berbasis sastra anak dikembangkan dengan merekayasa lingkungan belajar, baik fisik maupun non fisik, dan didasarkan pada landasan filosofis, sosiologis, dan psikologis. (2) Bentuk kolaborasi peran aktor kunci dalam gerakan literasi budaya dan kewarganegaraan berbasis sastra anak dijalankan dengan menerapkan model kepemimpinan transformasional kolektif, yaitu sebuah model kepemimpinan yang mampu bersinergi secara kolaboratif dalam mentransfomasikan ide, nilai, konsep, dan strategi kepada kelompoknya untuk mencapai tujuan bersama.
