This study was a research and development (R\&D) utilizing Borg and Gall development model consisting of 10 steps, namely (1) preliminary study, (2) planning, (3) product design development, (4) initial field test, (5) product revision, (6) limited field test, (7) product revision, (8) operational field test, (9) product revision, and (10)dissemination. The data were collected by using several techniques namely observation, interview, questionnaire, scale, and test. The instruments used were teacher interview guideline, preliminary study questionnaire, expert validation questionnaire, teachers? and students? response scale, reading interest scale, and questions test. The subjects of this study were students and teachersof the fifth-grade elementary school in Godean District, Sleman. The products developed were tested for its feasibility by material experts and media experts. The data analysis technique used were descriptive analysis, t-test, and ANOVA with significance level of 5\%. The results of this study show that (1) the photo comic media meets the eligibility criteria according to material experts and media experts, showing appropriate category; (2) the photo comic media is practically used according to the teachers? and students? responses showing appropriate category; and (3) the photo comic media is effective to increase the reading interest and cognitive learning outcomes of the fifth-grade students significantly.} }
