This research was a research and development based on Borg &Gall (2003) development research model consisting of 10 steps, namely: 1) Research and Information Collecting, 2) Planning, 3) Develop Preliminary Form of Product, 4) Preliminary Field Testing, 5) Preliminary Product Revision, 6) Main Field Testing, 7) Main Product Revision, 8) Operasional Product Testing, 9) Operasional Product Revision, 10) Desimination and Implementation. Data collection was conducted through observations guidelines, and interviews guidelines, questionnaires. The instruments were observation sheets, teacher and student interview guides, teacher study questionnaires, expert validation scale, teacher and student response questionnaires, responsibility questionnaires, and critical thinking tests. The subjects of this study were fourth grade elementary school students and teachers in Cluster VII Depok, Sleman, Yogyakarta. Product feasibility testing is conducted by material experts, media experts, and Islamic integration experts. Product feasibility testing was conducted by material experts, media experts, and Islamic integration experts. The data analysis techniques were t-test with significance level < 0.05. The results of this study shows that the thematic modules containing IPA- based Islamic values were produced to meet the eligibility criteria according to material experts, media experts, Islamic integration experts, and response questionnaires of teachers and students, and fall into the category of highly viable. The independent test of t-test samples on critical thinking ability achieves significance scores of 0.028 (control class with experimental), which means there are significant differences in students using IPA-based thematic modules based on Islamic values. The independent test sample t-test on the attitude of responsibility achieves significance scores of 0.001 (control class with the experimental).
