This research was research and development which refers to Borg \& Gall (2003) model consisting of 10 steps. The subjects were grade V student of elementary schools in Pasuruan Regency. The data collection was through interviews, questionnaires, and documentary studies. Product validation was carried out by material experts and media experts, also teacher and student response. The data analysis used independent sample t-test with prerequisite normality and homogeneity tests, then proceed with MANOVA test. This research produces a digital reflective environment-based picture storybook that can increase reading interest and characters of preserving the environment. The results showed that: (1) the digital reflective environment-based picture storybook had met the eligibility criteria according to material experts, media experts, teacher responses and student responses; (2) the digital reflective environment-based picture storybook has been proven to be effective to improve the reading interest and characters of preserving the environment for fifth grade elementary school student. The results of the t-test and MANOVA test showed that the digital reflective environment-based picture storybook was effective to improve reading interest and characters of preserving the environment of fifth grade elementary school student which significant at the level of 0,000 (p {$\leq$} 0,05).?} }
