This research and development was carried out referring to the steps developed by Dick & Carey including nine steps, namely (1) identifying learning objectives, (2) conducting learning analysis, (3) identifying student characteristics, (4) formulating specific objectives, (5) developing test items, (6) developing learning strategies, (7) developing and selecting teaching materials, (8) designing and implementing formative evaluations, and (9) revising learning. The subjects for testing the prototype materials individually were 3 students and a teacher at Elementary School of Nogotirto. The small group trial subjects were 9 students and a teacher at Elementary School of Nogotirto. The subjects of the field trial were 29 students of class VA at Elementary School of Demak Ijo 1 as the control class and 29 students in class VB at Elementary School of Demak Ijo 1 as the experimental class. Data was collected through product feasibility scale, teacher response scales, student response scales, observation, pretest and posttest questions. The results of the study are explained as follows: (1) HOTS-based worksheets are appropriate to be used to improve students' critical thinking and problem solving skills. The feasibility of the HOTS-based LKPD can be seen from the results of the assessment by material expert in the "Very Eligible" category. (2) HOTS-based worksheets is practical in improving students’critical thinking and problem solving abilities. (3) HOTS-based worksheets developed are effective in improving students' critical thinking and problem solving skills, as shown by the average score of critical thinking and problem solving abilities of experimental class students is higher than the average score of the control class. Besides, there is a significant difference in scores in students' critical thinking and problem solving skills before and after implementing HOTS-based worksheets. %A asih ambarwati %K HOTS-based worksheets, critical thinking skills, problem solving skills
