This study was a research and development that used the Borg \& Gall (1983) development model and modificated by Tim Pusat Penelitian Kebijakan dan Inovasi Pendidikan (2008). This study only reached the seventh of the ten stages, because of limited time. The stages of the research, including: conducting preliminary research and data collection, planning, early product development, early-stage testing, revision of early-stage trials, field trials, and revisions field trials. Data collection techniques were a feasibility scale of material and media expert judgment, and questionnaire response of Guidance and Counseling teachers. The subjects of the early-stage trial were three Guidance and Counseling teachers, and the main field trial were seven Guidance and Counseling teachers. The data analysis technique was descriptive quantitative. The result shows that the product of this study is in the form of behavior modification guidelines with self-management techniques to reduce smoking behavior of Junior High School students. Based on the experts validation, the product is feasible with a percentage of 87.6\%, which is categorized as very suitable for use by Guidance and Counseling teachers. The result of the feasibility assessment of the product by the material expert shows that the product is categorized as "excellent" with a percentage of 91.67 \%, while by the guide media expert it is categorized as "excellent" with a percentage of 90 \%. The result of the early-stage trial of 3 Guidance and Counseling teachers shows that the product is categorized as "excellent" with percentage of 82.67\%. While the result of the main field trial of 7 Guidance and Counseling teachers shows that the product is categorized as "excellent" with a percentage of 86.71 \%.}, url = {http://eprints.uny.ac.id/73934/} }
