Model penelitian mengadaptasi model pengembangan yang dikemukakan oleh Plomp dan penggunaan analisis Mokken Scale Analysis (MSA), diimplementasikan menjadi model pengembangan PoDoAE terdiri dari Po (Problem Identificaton and Need Analysis) mengungkapkan berdasarkan kajian teoritis, empiris dan studi lapangan. Do (Design Develompent and Implementation) merancang dan mengembangkan desain model, perangkat instrumen penilaian Vocass, pensekoran dan prosedur penilaian. A (Assessment Cycling Testing and Refinement) proses implementasi model penilaian Vocass dalam proses pembelajaran praktik kerja industri (prakerin). E (Evaluation Reflection to Produce Design) mengkaji keefektifan produk pengembangan sesuai dengan keberfungsian dan keterlaksaan penilaian Vocass. Uji coba instrumen melibatkan 315 peserta didik SMK kelas XI. Uji coba model secara luas melibatkan 791 peserta didik, dan sepuluh orang guru unit BKK. Teknik analisis data yng digunakan dalam penelitian ini adalah analisis data kuantitatif dan kualitatif. Validitas isi oleh ahli dianalisis dengan formula V Aiken. Validitas konstruk dianalisis dengan MSA. Koefisien Reliabilitas dianalisis dengan alpha (α) Cronbach. Karakteristik butir dianalisis dengan Item Response Theory (IRT) model politomus Graded Response Model (GRM).
