Penelitian ini merupakan penelitian dan pengembangan menggunakan langkah ADDIE (Analysis, Design, Develop, Implement, dan Evaluate). Subyek ujicoba meliputi siswa sekolah dasar pada kelas atas di kabupaten Lombok tengah. Data need assessment dikumpulkan dengan angket, wawancara, dan observasi. Data kelayakan model di kumpulkan dengan angket lembar validasi. Data dianalisis secara deskriptif dan statistik inferensial. Temuan penelitian ini adalah: (1) Pengembangan model GOGER dan perangkatnya dinyatakan layak digunakan menurut penilaian ahli dan praktisi dengan rata-rata penilaian pada kategori sangat baik; (2) Terdapat perbedaan yang signifikan sikap sosial siswa yang menggunakan model GOGER dibandingkan dengan model konvensional berdasarkan uji empirik menggunakan Uji-t dengan hasil signifikansi 0,00 < 0,05; (3) Peningkatan kemampuan sikap sosial siswa sekolah dasar setelah menggunakan model pembelajaran GOGER lebih tinggi dibandingkan dengan siswa dengan menggunakan model konvensional. Sikap sosial yang memiliki peningkatan 3 tertinggi setelah menggunakan model pembelajaran GOGER adalah 1) tanggung jawab, 2) jujur, dan 3) percaya diri.
