Penelitian ini merupakan research and development model pengembangan instrumen tes oleh Mardapi yaitu: (1) menyusun spesifikasi tes, (2) menulis tes, (3) menelaah tes, (4) melakukan uji coba, (5) menganalisis butir tes, (6) memperbaiki tes, (7) merakit tes, (8) melaksanakan tes, dan (9) menafsirkan hasil tes. Subjek uji coba empirik kemampuan literasi numerik, literasi sains, dan literasi digital pada kelas XI MIPA adalah 263 peserta didik SMA Negeri 3 Yogyakarta, SMA Negeri 7 Yogyakarta, dan SMA Negeri 10 Yogyakarta di Kota Yogyakarta, Daerah Istimewa Yogyakarta. Subjek pengukuran dengan sampel terbatas ditentukan dengan menggunakan teknik purposive sampling dengan metode undian yang melibatkan 87 peserta didik kelas X MIPA Kota Yogyakarta. Produk yang dikembangkan adalah lembar penilaian kelayakan materi, lembar telaah produk, lembar penilaian kelayakan soal tes literasi numerik, literasi sains, dan literasi digital. Instrumen penilaian dikembangkan adalah bentuk tes, dengan soal pilihan ganda two-tier pada literasi numerik dan literasi sains, serta bentuk tes pilihan ganda dengan alternatif jawaban pada literasi digital. Analisis data pada kelayakan aspek materi dan instrumen menggunakan hasil tabulasi skor, hasil penilaian oleh expert judgment menggunakan persamaan V Aiken, dan analisis butir soal dilakukan untuk menghitung besar validitas, reliabilitas soal serta tingkat kesukaran soal berdasarkan PCM 1-PL. Analisis kemampuan literasi adalah dengan menghitung proporsi jawaban peserta didik pada setiap aspek. Hasil penelitian adalah sebagai berikut. (1) Instrumen penilaian tes dinyatakan layak dan andal untuk digunakan dalam mengukur kemampuan literasi numerik, literasi sains, dan literasi digital peserta didik SMA serta karakteristik butir soal yaitu tingkat kesulitan butir soal kemampuan literasi numerik, literasi sains, dan literasi digital termasuk dalam kategori baik; dan berdasarkan analisis kecocokan butir dengan model PCM, menunjukkan keseluruhan item cocok dengan model. (2) Kemampuan peserta didik dianalisis tiap aspek kemampuan literasi, yang kemudian dianalisis secara menyeluruh pada tiap kemampuan literasi. Persentase kemampuan literasi numerik, literasi sains dan literasi digital peserta didik dikategorikan “sangat baik”, “baik”, “cukup”, “kurang”, dan “sangat kurang”.
