Penelitian ini merupakan penelitian pengembangan konsep yang merujuk pada model yang dikembangkan oleh Yosef Jabarren (2008), yang terdiri dari delapan tahap: (1) pemetaan sumber data, (2) pengelompokan data, (3) identifikasi dan penamaan konsep, (4) mendekonstruksi dan mengkategorikan konsep, (5) mengintegrasikan konsep, (6) sintesis dan resintesis, (7) validasi kerangka kerja konseptual, dan (8) rethinking kerangka kerja. Subjek penelitian ini terdiri dari 15 pendidik produktif bidang teknologi informasi yang berasal dari 4 sekolah, antara lain: SMKN 2 Yogyakarta, SMKN 2 Depok Sleman, SMKN 1 Bantul, SMKN 1 Seyegan. Pengumpulan data dilaksanakan melalui studi dokumen, observasi partisipatif, wawancara, dan angket. Instrumen data telah divalidasi secara kualitatif oleh validator. Analisis data menggunakan statistik deskriptif. Hasil penelitian ini berupa framework TAWACK yang digunakan sebagai acuan dalam mengembangkan perangkat pembelajaran SMK dan kelayakan perangkat pembelajaran yang dikembangkan. Hasil validasi kelayakan silabus adalah nilai 3,94 yang menunjukkan silabus yang dikembangkan sangat layak digunakan serta konsep framework TAWACK sangat layak digunakan sebagai acuan dalam mengembangkan silabus. Hasil validasi kelayakan RPP adalah nilai 3,93 yang menunjukkan RPP yang dikembangkan sangat layak digunakan serta konsep framework TAWACK sangat layak digunakan sebagai acuan dalam mengembangkan RPP. Hasil validasi kelayakan modul adalah nilai 3,97 yang menunjukkan modul yang dikembangkan sangat layak.digunakan serta konsep framework TAWACK sangat layak digunakan sebagai acuan dalam mengembangkan modul.
