Penelitian ini merupakan penelitian dan pengembangan model Borg and Gall yang terdiri dari 9 (sembilan) langkah. Langkah pengembangan terdiri dari tiga tahap besar yakni: 1) studi pendahuluan, 2) pengembangan, dan 3) Uji coba. Subjek penelitian uji coba terdiri dari 7 orang guru SLB dan 36 anak tunarungu kelas V. Kelayakan model pembelajaran divalidasi oleh 3 (tiga) ahli materi dan ahli media. Tahap uji coba lapangan awal dilakukan oleh satu orang guru, uji coba lapangan luas dilakukan oleh satu orang guru dan uji operasional dilakukan oleh enam orang guru. Hasil uji efektifitas dengan mengungkapkan perbedaan skor pre-test dan post- test setelah menggunakan model pembelajaran berbasis proyek. Instrumen pengumpulan data yang digunakan yaitu angket, tes tertulis, observasi dan wawancara. Teknik analisis data menggunakan analisis deskriptif dan Uji Man Whitney U-Test. Hasil penelitian adalah sebagai berikut: (1) berdasarkan identifikasi kebutuhan anak tunarungu dalam kemampuan berpikir logis, anak membutuhkan pemahaman persepsi yang objektif; materi pelajaran memuat indikator kritis dalam mengetahui jenis bentuk ukuran, hubungan sebab akibat, mengumpulkan jawaban sementara dan menarik kesimpulan sesuai fakta; penggunaan media konkret dan bahasa sederhana. Kelayakan model pembelajaran berbasis proyek untuk meningkatkan kemampuan berpikir logis anak tunarungu kelas V dari ahli materi, media memperoleh kategori “Baik” dan “Cukup”, uji lapangan awal memperoleh kategori “baik”, uji lapangan lua dan operasional memperoleh kategori “sangat baik”; (2) Kefektifan berdasarkan analisis hasil pre-test dan post-test keampuan berpikir logis dalam tigas aspek yaitu aspek sikap 58% menjadi 93%, aspek pengetahuan 71% menjadi 87% dan aspek keterampilan 66% menjadi 97%.
