This research is a research and development study (R&D) adapting the model proposed by Branch (2009) namely ADDIE, whose steps consist of pre- observation, need analysis, course grid and lesson plan design, materials development, expert judgment and revision, first implementation, second revision, final implementation, materials evaluation, and final product of the developed materials. The subjects are students grade XI of SMA PGRI 1 Ngawi, consisting of five students in a small group and 26 students in a larger group. The data were collected through interviews and using questionnaires consisting of a questionnaire for the need analysis, questionnaire for the expert judgment, and questionnaire for materials evaluation. The data from the questionnaires were analyzed using the descriptive statistics whilethose from the interviews were analyzed using descriptive qualitative technique. The product of this study is English writing materials consisting of six units: a report text, narrative text, analytical exposition text, narrative text part two, spoof text, and hortatory exposition text. The developed English writing materials were categorized “Very Good” based on the expert judgment. The final mean from all six units was 3.58 which is in the range of 3.53< x <4 in terms of their contents, language, presentation and graphic. The result of the materials evaluation shows that the final mean of materials contents, material graphic, and students’ responses towards the developed materials is 3.71 which is in the range 3.53< x <4 and categorized as “Very Good”.
