        abstract = {This research aims to develop the media of football's regulation and
refereeing in Android basis for public, especially for the players, which contains
the game and refereeing regulations. It also provides a dictionary which is effective,
understandable, and accessible.
This researceh applies the research and development method which refers
to Sugiyono's research steps adapted into 10 steps. The subject of this research are
the soccer players in general. The small group trial is conducted towards 10
respondents, and the big group trials with 20 respondents. The researcher uses the
questionnairies and evaluation as the instrument. The results of this research are
descriptive quantitative and qualitative. The quantitative data is obtained from the
questionnaire's results in numbers. Qualitative data is analysed by using the scale
to show the product's eligibility level.
The result if this research shows that the media development of soccer
regulations and refereeing is qualified to be used as learning media for soccer
regulations and refereeing which is effective, understandable, and accessible. The
result is gained from the profesional/expert/specialist's validation of materials in
82.6\% categorized as competent, the profesional/expert/specialist's validation of
media in 64.7\% categorized as enough competent. On the small group trials'
evaluation, this aplication gets 85.4\% categorized as competent, and on the big
group trials' evaluation, this aplication gets 88.04\% categorized as competent. The
researcher concludes that this aplication is competent to be used. The suggestion
for this aplication is on the additional of moving picture or video, and the
development for IOS basis using.}
