"The aims of this study are: (1) to find out the learning needs of the tenth grade students, (2) to develop an effective English learning worksheets using higher order thinking skills for the tenth grade students. These worksheets are intended to give effective supplementary and complementary materials for the students based on Curriculum 2013.\r\nThis is a research and development (R&D) study. This study adopted the design research and development proposed by Dick, Carey, & Carey (2009) and Branch (2009). This study was conducted at SMA Negeri 1 Pakem, Sleman. The instrument in this study were questionnaires, observation sheets, and interview guides, the needs analysis questionnaire was used to get information about the students’ needs and the try-out questionnaire was used to obtain information about the students’ agreement towards the module. The data obtained were analyzed qualitatively and quantitatively. \r\nThe result of the need analysis indicated that the most students prefer to the topic related to daily life, movie and teenagers’ life. All the questions and the activities design in the worksheet were developed based on the higher order thinking questions and activities, such as analyze, evaluate and create. This study developed a worksheets consisting of two units which covered recount and narrative text. The titles of two units are A Time in Life (recount text) and A Long Time Ago (narrative text). Each unit consists of unit title and objectives, lead-in, main activities (reading and writing), reflection, and summary. The effectiveness of the product was obtained through students’ English pretest and posttest score. There was the experiment class (XMIA1) and control class (XMIA2) group design a t-test used if the data was normal and homogeneous Mann-Whitney U test if the data was not normal or not homogeneous. The mean pretest experimental class was 47.44, while the control class was 43.91. After learning using HOT worksheet in experimental class the mean obtain in posttest was 90.56, while in control class was 50.31. The improved of learning outcomes can be seen from the mean of N -Gain in experimental class was 0.81 in high category and the control class was 0.10 in low category. In control class and experiment class had different learning result significantly. The result of the students’ agreements toward the product is within the data interval X ̅ ≥ 3.28 in good category.
