N2  - Retribution is one of local revenue which has big potential in local government finance. But local revenue sometimes do not manage maximal , Rau Trade Centre (RTC) is The Biggest market in Serang City. It have big potential in retribution, especially market retribution if the government has good management to arrange that. The fact, ratio of effectiveness in market retribution from Pasar Rau Trade Centre only around 78 %  from the government target. Anyway, the government target of market retribution in RTC only 22% from the optimal potential . The retribution can not optimal, caused by amount of retribution collector is limited, the quantity of public facilities as toilet, lamps, mushola, water is less, the market condition is dirty, hot, and dark. This condition cause the sellers did not pay the retribution, they thought that what they pay can?t make a better condition. The suggestion are the management fo RTC must repair the condition and add the facilities for the sellers and buyers, add the personnel to collect retribution and implementing punishment according Perda No 12/2010 if the seller not pay market retribution.
