This study adapted the R & D model proposed by Borg and Gall (1983). The steps of this study were conducting needs analysis, developing the syllabus, developing the first draft of the materials, evaluating the materials by an expert, and writing the final draft of the materials. The instruments to collect data were needs analysis questionnaire and expert judgment questionnaire in the form of Likert Scale. The data obtained from both types of questionnaires were analyzed quantitatively through descriptive statistics. This study developed three units of English learning materials. Based on the result of the materials evaluation by the expert, the materials are categorized appropriate. The mean score of all aspects of the three developed units is 3.73 which is categorized “Very Good”.
